Not sure if this belongs here or not, but I figure it's some useful information if you ever have an iTunes billing issue.

First off, the site you want to go to will be expresslane.apple.com (there is no www)

Once there, you should be on a page that says Contact Apple Support and has 3 columns. The left column should have All Products & Services selected by default with a list of products in the middle column. The one we want is iTunes which when selected causes 2 items to appear in the right column: iTunes Player and iTunes Store, click Store

New page, now with 2 columns. The left column we want Purchases, Billing & Redemption and once selected will populate the right column. The option we want is the top one, Apple ID account billing. When you click it, more stuff pops up at the bottom of the column asking you for more details about your problem which is optional and should be skipped and to select the iTunes store for your country which is mandatory. Once we have that filled in, click Continue

Yet again, new page which should have part of an article on it and below that should be several contact options including schedule a call, call me now, and chat. Not all are always available.

Now you may be wondering, why Apple ID account billing as my issue? As it turns out, this seems to be the only way to go through the process and get the option for a call, sadly no one seems to know why this is. You may also want to be sure that you contact your financial institution/app developer first before going to iTunes or they may well redirect you, depending on the issue.
