Now to answer your question, bright outs were used during primer event to help you spot the "real Saizo".  Unfortunately, primer event is on a "hiatus" which means it may come back later on.

By using a bright out (costs $5 in premium store), you get to spot the "real Saizo" which will reward you with R4 or higher event gear.  I won't go all into details on what the primer event is about but basically it's like a Super Duper.  Use it to get gear.  But you also get primers along the way which helps you get suits.
